PROPOSED DECISIONS OF EXECUTIVE COUNCILLORS ON MATTERS WITHIN THEIR PORTFOLIO

PAPER 1
E562 Enforcement Action for Litter Dropping (Cllr Rosemary Todd)

The Executive Member is asked to agree that the Head of Leisure and Amenity Services be delegated to exercise all the powers (including the power to authorise officers) and duties of the Council under Part IV of the Environmental Protection Act 1990

E680 Urban Public Realm Budget Allocations (Cllrs Colin Darracott and Rosemary Todd)

The Executive Members are asked to approve the allocation of £80,000 to meet the costs of specific urban public realm improvements.

E662 Regional Spatial Strategy for the South West (Cllr Rosemary Todd)

The Executive Member is asked to agree the Council's response to the South West Regional Assembly and to advise them that we will consult publicly on the options.

PAPER 4
E384 Sustainable Construction Policy (Cllr Rosemary Todd)

The Executive Member is asked to agree the policy for adoption by the Council.

These decisions will be taken on or after 4th December 2004 (unless a different date is shown) and will be published in a subsequent Weekly List. The report sent to the decision maker is attached. Exempt (private) information is sent only to the decision maker. The issue has not previously been published in a Forward Plan and the item is being brought forward under Urgency Rule 15 of the Council's Constitution.  Once decided, the item will not be subject to call-in.

E724 Riverside Walk, Walcot Street – public access (Cllrs Colin Darracott, Sir Elgar Jenkins OBE and Rosemary Todd)

The Executive Members are asked to agree that notice of intent should be served and that a feasibility study should be produced.

NB: This report is being treated as urgent (Constitutional rule 15, Part 4B - Access to Information rules) due to the need to ensure that it can be enacted by the deadline of 15 December 2004.  The advice of the Monitoring Officer has been sought.

DECISIONS TAKEN BY THE COUNCIL EXECUTIVE

The Council Executive last met on Wednesday 3rd November. The Minutes will be published in due course / were published in Weekly List 2004/41A.

The Council Executive will next meet on Wednesday 1st December. The Agenda has been  published  and may be viewed on the Council's website.

CALLED IN DECISIONS

These are decisions which are the subject of a call-in by 10 members.  If the call-in is validated under the rules within the Constitution, the implementation of the decision cannot proceed.  The decision will be examined through the overview and scrutiny process and a recommendation made back to the decision maker.  The response of the decision maker (the Executive Councillor or the Council Executive, whichever is relevant) will be recorded in a subsequent Weekly List.  Once made, this decision will not be eligible for a further call-in.

E630 Replacement of St John’s Catholic Primary School, Bath - search for a new site

Council Executive 3rd November 2004 (agenda item 11) (Ref Weekly List 2004/45A)

The O&S Panel at its meeting on November 23rd dismissed by 8 votes to 1 the call-in of the part of this decision identifying Odd Down Playing Fields for further examination as a potential site.  The Panel placed on record its thanks to the call-in signatories for enabling the concerns of local residents on this issue to be examined and a greater understanding obtained of the decision process of which this is a part.  The full details of the panel's decision can be read in the notes of the meeting.

TEMPORARY TRAFFIC REGULATION ORDERS

Richmond Road, Bath

Water main relining works are planned on or near the road from 29th November and are anticipated to last for 3 weeks.  During this period it will be necessary on occasions to close the road from its junction with Richmond Close in a north westerly direction for a distance of 120 metres.  During the closure, the weight restrictions on Lansdown Road will be temporarily lifted.

 

Shaft Road, Bath

Sewer connection works are planned on or near the road from 1st December and are anticipated to last for 1 day.  During this period it will be necessary on occasions to close the road from its junction with North Road in a south easterly direction for a distance of 100 metres.
